Public Comment: Public comments are welcomed during the public comment periods for all matters, whether listed on the agenda or not, and are limited to three minutes per person per comment period. Persons may not allocate unused time to other speakers.

Members of the public may submit public comment by either attending the meeting in person, attending the meeting via teleconference, or attending by telephone only. To provide public comment via Zoom teleconference, log in to the Zoom webinar at the above link and utilize the “Raise Hand” feature during any public comment period. To provide public comment via telephone only, press *9 to “Raise Hand” and *6 to mute/unmute.


Public Comment (cont.): Members of the public that wish to share documents or make a brief presentation within their public comment period must provide ten (10) printed copies of each document. Please note that USB drives or any other digital media will not be accepted due to the risk of introducing viruses or malicious code, which could potentially compromise the County’s systems.

Additionally, public comment can be submitted via email to washoe311@washoecounty.gov. The County will make reasonable efforts to include all such comments received by 4:00 pm one working day prior to the meeting in the record.

Forum Restrictions and Orderly Conduct of Business: The Debt Management Commission conducts the business of Washoe County and its citizens during its meetings. The presiding officer may order the removal of any person whose statement or other conduct disrupts the orderly, efficient, or safe conduct of the meeting. Warnings against disruptive comments or behavior may or may not be given prior to removal. The viewpoint of a speaker will not be restricted, but reasonable restrictions may be imposed upon the time, place, and manner of speech. Irrelevant and unduly repetitious statements and personal attacks which antagonize or incite others are examples of speech that may be reasonably limited.

Responses to Public Comments: The Debt Management Commission can deliberate or take action only if a matter has been listed on an agenda properly posted prior to the meeting. The Open Meeting Law does not expressly prohibit responses to public comments by the Board. However, responses from the Commission members to unlisted public comment topics could become deliberation on a matter without notice to the public. To avoid this situation and to ensure the public has notice of all matters the Commission will consider, Members may choose not to respond to public comments, except to correct factual inaccuracies, ask for County staff action, or to ask that a matter be listed on a future agenda. The Commission may do this either during the public comment item or during the following item: “Board Member Comments: This item is limited to announcements or topics/issues proposed for future agendas.” Posting of Agenda: Pursuant to NRS 241.020(4)(b), the Agenda for the Debt Management Commission has been posted at the Washoe County Administration Building (1001 E. 9th Street, Bldg. Discussion and possible action on a resolution concerning the submission to the Washoe County Debt Management Commission by the Washoe County School District of a proposal to issue general obligation bonds, in one series or more, in an aggregate principal amount not to exceed $100,000,000; concerning action taken thereon by the Commission; and approving certain details in connection therewith. Discussion and possible action on a resolution concerning the submission to the Washoe County Debt Management Commission by the Washoe County School District of a proposal to issue general obligation bonds (additionally secured by pledged revenues), in one series or more, in an aggregate principal amount not to exceed $200,000,000; concerning action taken thereon by the Commission; and approving certain details in connection therewith.   6. Discussion and action to establish priorities among essential and nonessential facilities and services pursuant to NRS 350.0155(2) that shall be considered by the Debt Management Commission if the statutory ceiling established by the Debt Management Commission for the combined tax rate in any of the overlapping entities within the county is exceeded by a proposed debt or a special elective tax, and compare that public need to other public needs that appear on certain filed statements of current and contemplated debt.   7. Discussion and action to specify a threshold percentage of the statutory ceiling for the combined tax rate in any of the overlapping entities within the county, which if exceeded permits the Debt Management Commission to inquire into the public need to be served by proposed debt or a special elective tax based on established priorities among essential and nonessential facilities and services, and compare that public need to other public needs that appear on certain filed statements of current and contemplated debt.
